    Concrete conducts heat so readily that a bit of steel does not make a noticeable difference. Foundation walls should have continuous insulation on either the interior or exterior. Building codes allow uninsulated foundation walls if the first floor framing is insulated but that's not a good approach from a building science viewpoint.
