Window installed with no sill pan

Do I need to remove window and install sill pan or flashing?
I removed trim around my windows to find water saturated OSB and also found that the windows were installed with no sill pan or flashing.

    Sill pans have only been in regular use for 20 years or so, and still not ubiquitous. They are best practice, though, and since you are seeing signs of water infiltration, you can either retrofit pans and proper flashing now, or at a later time when the damage will be greater.
