Will a Fujitsu Multisplit send 100% of capacity to a single head?

I have 2 12k heads attached to a Fujitsu 24k non-hyper heat outdoor unit. The max capacity at 5F is around 15,500 BTU/hr. If only one head is turned on, can it provide the full 12k at 5F?

Yes. However if you also turn on the other head both will get 7500 btu or thereabouts per head..
Another thing to consider- depending on your heat demand 7500 might or might not be enough to maintain their respective setpoints.
