Who should fix kick-out flashing, gutter or siding contractor?

We have a terrible roof design at our condo (roof valley points at a wall), compounded by a poor gutter design that doesn’t include a kick-out flashing as required by the manufacturer (Hardi cement board), and also (I believe) required by IRC code.
Question: what type of contractor would you hire to install kick-out flashing in a retrofit, not new build? A gutter person that SHOULD know about kick-out flashings, or a siding person that knows how to properly remove and replace Hardi board?

Roofing sub...but a GOOD one.
If you ask them if they install kick out flashing and they don't know what you are talking about, find another sub.
A siding sub could perhaps do this, but since it ties into the roofing, I'd prefer a roofing sub...
Most gutter subs have no clue. I had one tell me my design was not going to work. When I noted the design was per SMACNA guidelines, the guy replied "what's SMACNA?" I don't have much regard for subs who are not even aware of their own industry standards organization.
