What is the correct metal connector for a fence on a concrete block retaining wall

Hope everyone is enjoying their holidays. I want to build a 6 foot fence on top of a concrete block retaining wall. I have old metal chain link poles but they are rusted and very crooked. I would like to start over with new connections to the concrete. I see post bases for connecting wood to concrete but I don’t see or understand what is the correct method or if they are strong enough. I posted a picture of a connector I saw at the orange guy. Is there a correct way to do this? Do I have to start over with something new?
