What is the best ventilation system for a passive design cafe/restaurant?

We are trying to design a passive cafe/restaurant building and i want to know the best ventilation system to use for the building please.

First of all, I don't know what you mean by "passive design." Are you talking about a building that incorporates passive solar design principles? Or are you talking about a building that tries to meet the Passivhaus standard?
Second, are you imagining a building with passive ventilation that depends on wind, the stack effect, and open windows for ventilation? Or are you imagining a building with an active (mechanical) ventilation system?
If your restaurant includes a kitchen, your kitchen will have to comply with ventilation codes for commercial kitchens. In the U.S., that means that your kitchen will need a range hood with a powerful exhaust fan and a makeup air system. You should consult a mechanical engineer familiar with code requirements for commercial kitchens to find out what you need to do in your jurisdiction.
