What is suppose to go over this bathroom ceiling exhaust fan

Hi, hope everyone is doing well. I had someone install a ceiling exhaust fan a while back. It had a flush ceiling mount glass cover and when changing lightbulb I cracked the glass. I could get a new one but I don’t think this is what belongs here. Cant get it contact with contractor of course. Fan turns on when I flip a switch. I attached a picture, what is suppose to be here?

Is this fan vented to the outside? If not, that's a problem. If you decide to replace the fan, look for a high-efficiency unit. Many models with built-in lights are available.
