    Hard to tell from your description of the pipe but it sounds like the pipe is an emergency drain for a water heater or AC unit. The drain is positioned someplace you are likely to notice the drainage and be aware something needs repair.

    Is the drain is exiting the ground at the foundation? This is typically where you see perimeter drains, which are intended to intercept water before it enters the structure. Can you post a picture?
