Retaining wall and fence question

Ok this may be a dumb question but I can’t find the answer online. If I have a 2 foot retaining wall and dig 2-3 feet down to set fence posts in concrete in front of the wall would I need any special planning for retaining wall. I’m thinking if fence post is as deep as the retaining wall I don’t have to worry about force. I’m asking because I see all special instructions and devices for placing a fence in front of a retaining wall.

    Thegiz, it's hard to say because it depends on the type and condition of the soil, the materials and condition of the retaining wall and how far the fence line will be from the retaining wall.
