New construction home in Belmar NJ using mini splits

We are building a new home in Belmar NJ and would like to go with all mini split or a partially ducted system. Estimates for a conventional ducted HVAC with gas fired heaters were in the 25k range while we are seeing 40k+ quotes for a partially ducted system.

1. Are these quotes in the right ballpark?
2. Looking at the attached plans is a fully ductless system even feasible or advisable?

Note: we have a cellar but no attic since it is a flat roof.

    Yes
    2. Looking at the attached plans is a fully ductless system even feasible or advisable?
    No - you want a ducted heat pump solution with or without a fossil backup (you won't need it necessarily, but might want it). You have too many rooms for ductless, which leads to discomfort and low efficiency. Many "minisplit" manufacturers make air handlers that are the same as a "traditional" unit. Minisplit usually meaning horizontal discharge vs. vertical discharge for the outdoor unit. Extremely minor form difference.
