I am looking to buy a house that has minimal mold issues. Are moisture barriers under slabs standard practice (code) and, if so, what year did they become so? Thank you!!

Be careful - I can come up with scenarios where no vapor barrier results in less mold than some other floor assembly with an under-slab vapor barrier. You might be better off ignoring the issue and using a mold inspection and your nose.
I always do a mold inspection. Been in and out of 9 escrows so far. Very expensive. Trying to stay ahead of the problem. Thanks.
