kneewall: fiberglass batts with foam boards

Hello,
Ive been seeing videos on kneewall insulation and they all seem to have fiberglass batts in the wall and then sealed up with a foil lined foam board on the outside. Wouldn’t this cause moisture issues with faced bats in the wall and foil facing out?
When I moved into my cape cod a few years ago it had insulation on the roof/floor/walls and they stapled a giant plastic sheet against the wall covering the fiberglass. I removed the roof insulation and plastic sheeting. Am I supposed to have a wind barrier?
