Is there a benefit with SIP R-40 roof using a cool roof ventilation system?

Building a house with SIP roof (R-40). Will a cool roof ventilation system add the R-value?
I am thinking of using design made by MonierLife tile with tru-flow battens and ridge/eave ventilation.
I know it will keep the moisture off the roof but will it benefit energy efficiency and cost effectiveness?
