given transportation costs and unregulated production techniques can we be sure that bamboo plywood is an environmentally sound product?

It depends on what you compare it to. If you are looking for a formaldehyde-free bamboo panel, then I can guarantee you that you will not find a domestically produced version. If you are just comparing panel "X" to panel "Z", without regard to what its made from or the finished appearance, then i guess you answered your own question. There are 45 reasons why you can call a product green and I can argue that not one of those reasons is more important than the rest for everyone. You need to choose what fits your own Degree of Green.

If you want to use bamboo at least look for a third party certification and find our what is being certified. Green Guard is pretty much just indoor air quality and would be a minimum but free of child labor would be pretty important to me and I think there are green certifications that check for good workforce treatment. We make plywood here in NC so I just get the local yellow pine product when I can.
