Insulating a cathedral ceiling in my attic

I purchased an 1875 Victorian house with an uninsulated, unfinished attic with cathedral ceiling and no soffits. There are roof vents present.

I want to insulate the attic to make it a living space. My first option was to spray foam between rafters with closed cell foam then drywall but the quoted prices have been very high.

My alternate plan is to use Roxul batts but I’m not sure how to handle ventilation and moisture.

Any help would be appreciated

    Where do you live? How deep are the rafters in the attic, And do you plan to replace the roof in the near future?
