This question is too hard to answer with no supporting details! What climate zone are you in? What's your construction like? Existing home or new build? What R value windows are in play? What insulating blinds are you considering? Will condensation between the blinds an issue? Are you primarily trying to keep heat in or keep heat out? Etc.
