I’d like to install recessed lights in my walk-in closet. Can I use non-IC lights?

There is thermal insulation in the attic. Is it possible to use NON-IC lights and create a border (kind of fake ceiling), if it is possible, what’s the mark spacing between this border and the insulation.

I strongly recommend that you don't install any type of recessed light fixture -- whether or not it is IC-rated -- in an insulated ceiling. These fixtures leak air.
If you want, you can create a suspended ceiling (a false ceiling or dropped ceiling) about 9 or 10 inches below your existing ceiling. Then you can install recessed fixtures in this lower ceiling if you want.
