I have a 1000 sq foot cabin in NW Wisconsin with a basement and a off-peak electric water heater.

Cheapest electric heating is a ductless heat pump

    Don,
Are you looking for equipment that is cheap to install? Or equipment that is cheap to operate?

The cheapest electric heating equipment to install is electric resistance baseboard.

The cheapest electric heating equipment to operate is a ductless minisplit unit.

To take that a step further, the cheapest electrical resistance heat to install is a free-standing space heater, and it could be more effective due to the fact that it can probably sit closer to where you sit than a typical baseboard heater. You can buy a Delonghi-type oil filled radiator for around $50 and plug it into an existing outlet.
