Has there been much to improve a recent seemingly decent retro-wall insulation systems (zone 5.1/2 cold valley) ?

Meaning:
Cost-wise , if as is – has a new level 4 GT HW-HVAC Heat recovery100% in Cooling modes…
of
a 3700 sqft over 800 basement and 400 crawl (some 1″ foam insulated, DIY and a small 400sq ft rec area in basement had dryeall finish separaing mech rm)

Center 120 yr farm house with wing-additions added to sides and one bedroom above one side of a garage below that bedroom. Gar ceiling 9″ batt in 10″ joists over drywall.
All electric heat in Nov 2011 was over $400, then GT on (more mild than usual winter) under $200 for Dec and Jan and Feb.

Walls were insulated on old and new with 1/2-3/4″ poly foam spray sealing most, then standard 6″ batt in new 6″ walls and batt in 4″ existing walls of the old 1200 sqft.
Owner claimed 3500 less than total spray poly foam 4″ everywhere estimated.

Attic is now 18″ blown fiberglass, that I did not want to see as the GT-HW-HP contractor. Attic ducting is airtight and r-9 insulated (doubly) in the blown fiberglass ares.
