Footing capillary break with interior closed cell

Hi,

We are planning on spraying two plus inches of closed cell on the interior of our foundation wall. 

If we install a capillary break between the footing and bottom of the foundation wall, is there a risk of moisture getting “stuck” in the foundation? (A two pronged question really- might this happen, and even if it does, is that bad?)
