Air-Sealing Block Walls from the Exterior

Hi – we have a commercial building in PA and one section of the building has single-block walls that have never been sealed on two of the sides (the public facing side is painted).  Most of this section is an indoor self-storage facility so we can’t access the walls from the interior.  I need to figure out how to seal the exterior as the heat loss and air infiltration is killing us.  Years ago we siliconed a bunch of the cracks which I know we’ll probably need to remove.

Eventually I’d like to add insulation and metal panels but need to find an interim solution that’s affordable.  I’ve looked at concrete sealers and surface bonded concrete but don’t know what the best options are for air and vapor intrusion and insulating value.  Or if there are other options I’m missing.  Thanks in advance!
