To what kind of "underlayment" do you refer? Vapor retarder? Particle board? ???
No you can nail hardwood directly over a layer of red rosen paper to 3/4 plywood or osb subflooring on the floor joists. This is assuming that you are using conventional sanded in place solid wood flooring. a floating, engineered wood flooring may be a different matter.
