Do I need insulation in the overhang of a flat roof?

The house has a flat, EPDM roof, and the living space envelope is sealed with closed cell insulation – walls and roof rafters (no attic), completely filled. The overhangs are not insulated or vented, and the wood soffit material seems to be expanding due to moisture. The house is in New England, Zone 5, and in winter, the problem seems to be getting worse. Should the eaves be insulated, or should I add ventilation in the soffit (there would not be anywhere for a high vent/outlet). There is only tapered insulation above the roof deck, minimal thickness at the outside edge.
