Closed Cell Foam vs Cellulose

I am renovating a 2 story, 1000 sq ft 19th century home in northwestern connecticut, We have taken it down to the studs and are now turning it over to the professionals including insulation. The insulator wants closed cell foam throughout. I don’t love the heavy use of chemicals or the carbon footprint and would prefer to use it only where it makes sense in two places: insulating the underside of the hipped roof and the rim joists in basement and use blown in cellulose or batts in walls. The insulator says the difference is Cellulose in a 2×4 wall would be R-12.95 vs closed cell foam at 3″ in the cavity is R-21. There is just studs and old sheathing now. We will do a housewrap and cedar clapboard. Is the difference in R value enough to offset concerns over chemicals, etc. Any thoughts welcome.
