I'm assuming that you are talking about HardiPlank, a brand of fiber-cement lap siding.
Yes, you can install HardiPlank on top of T-111, as long as the T-111 is not rotten and is well fastened to the wall framing.
Between the T-111 and the HardiPlank, you will want to install a water-resistive barrier (WRB) like asphalt felt or Tyvek. Either product will work, although taped Tyvek (or another brand of plastic housewrap with taped seams) will do a better job of reducing air leakage than asphalt felt.
