    Yes.

    Just make sure the insulation jacket is clear of the exhaust port and the gas valve and shut-off is exposed.

    but understand that it has a great big flue pipe up the center of it that is losing heat 24/7 that you can't do anything about. still, insulating the outside won't hurt. but turn the thing off one night before you go to bed and see how cold the water is in the morning, then turn it back on and see how long it burns until it's back up to heat and consider what it takes to keep it hot 24/7
