Can a Tigex S280 Draft Stabalizer be used on a regular vent pipe?

I’ve read several questions from people who are looking for exterior vent covers that don’t backdraft (for their dryer, kitchen vent hood, bathfans, etc). I was wondering if this Tigex model (that’s designed for a wood fired boiler) would work?
