3 ton Mitsubishi heat pump

attached please see picture of 3ton Mitsubishi ac-heat pump directly under my floors 
csm you please tell me if this is insulated ?
the condenser in the garage
the unit is in the lobby below my property which is creating hit and cold spots and vibrations 
 I believe this unit is too much of a heavy overload but I dint know for sure 
Any suggestions?
