1931 unvented flat roof

Hello all,

New member here.  I’m located at around 7k feet up in the New Mexican mountains.   We do get a few inches of snow in the winter and a monsoon season in July, otherwise it’s usually pretty darn dry up here.

I have a historic 6 unit apartment building with a flat roof.  All, except two, of the apts have attic vents located in the parapets on the high side (front) of the building.  None on the back side.

The two unvented units are noticably warmer during the summer months.  Their crawlspace is around 12″ so getting in there to insulate isn’t really possible.  I also noticed that each of the 2 units’ attic is completely walled-off to the roof and basically air-tight.

My question is this; 

1. should I leave them be?
2. would they benefit from mechanical venting?  i.e. a 14″ solar-powered unit on the roof.
3. Can I blow in insulation even if it fills up the attic void?  (Just in the 2 ventless units)
