A second-floor balcony can be supported from below with a series of brackets — either timber-framed brackets or steel brackets. They can be as simple as a series of triangles made from 4x4s, or as fancy as a decorative wrought-iron bracket made by a New Orleans blacksmith. If you have any doubts about the structural strength of your proposed brackets, consult an engineer.
